The Baxley Mayor and City Council held their Regular Meeting on the morning of Wednesday, November 28th. The minutes from the Regular Meeting held on November 14th were approved. The motion to approve was made by Bass and seconded by Fryer. The motion carried unanimously.
There was nothing under Proclamations/Special Requests or Presentations and no Old Business to discuss.
Under New Business:
Item A: Consider for approval re-appointing James Twiggs to the Housing Authority Board (term expired October 20th, 2018). If re-appointed, the term will expire October 19th, 2022. Livingston made the motion and Bass seconded. The motion carried unanimously.
Item B: Library Board appointment. The City Manager asked in a previous meeting for the City Council to come up with some names for the appointment. Fryer submitted Selina Copeland’s name. Fryer made a motion to nominate Selina Copeland. Pro tem Hall seconded the motion. The motion carried unanimously.
The Mayor brought up another item. He talked with the chairperson of the Hospital Board, Mrs. Peggy Miles. There’s a vacancy on the Hospital Board. This was not an item for action in this meeting, but he wanted to let the City Council know so they could think about names to fill the vacancy for the unexpired term of Mr. Kelley Stone who has resigned. Pro tem Hall asked how much time was left on Stone’s term. The Mayor stated that he had just been re-appointed not long ago.
Under Mayor’s Report: He attended a Legislative Luncheon on Tuesday, November 27th.
City Manager’s Report: He attended the Heart of Georgia Review Meeting on Tuesday, November 27th. Every five years, the city’s comp plan is renewed as well as the county and all counties involved. They got an update on where they are on two projects. The projects are the electronics at the airport, which is in the works, and the Fair Street Project which has been completed. The plan doesn’t have to be redone until 2022. Also, the Christmas lights are going up for Christmas in the Park on December 5th and Winter Wonderland on December 8th.
The Mayor pointed out that, at the Heart of Georgia Meeting, there was something brought up about Community of Excellence. The City Manager said that there is a list of things within the city of programs and projects they do. The list has minimum requirements that they have to meet and the city well exceeded those. He also stated that the city is looking to achieve the Excellence Award this year. He thinks there are only two items that need to be addressed and once they are, they will go ahead and push for the Excellence Award.
The City Attorney gave a brief report on the sewer project at the new hotel. They have finally made contact with the new owner of Tractor Supply’s property. The City Attorney is dealing with a lawyer in Utah and stated that he thinks they are close to getting that easement.
